Sheboygan has an extensive variety of excellent, affordable housing options. That is one of the things that make it a desirable place in which to live and work.

To help people with low and moderate incomes make their homes and rental properties safe and attractive, the City of Sheboygan offers federally funded low interest loan programs.

Owner-Occupied Loan Program

Purpose

To help homeowners with low or moderate incomes finance the maintenance and/or rehabilitation of their homes; and to expand the supply of adequate, safe housing within the City of Sheboygan.

Eligible Improvements

Loan funds may be used to maintain the home, to correct code violations, or make the home more energy efficient.

City Participation

The City of Sheboygan will provide a loan for 100% of the rehabilitation costs, not to exceed $25,000. The loan term and interest rate will be based on the owner’s income.

Rental Rehabilitation Loan Program

Purpose

To help owners of residential rental properties leased by tenants with low or moderate incomes finance the maintenance and/or rehabilitation of the rental properties, and to expand the supply of adequate, safe housing within the City of Sheboygan.

Eligible Improvements

Loan funds may be used to maintain the rental property, to correct code violations, or make the home more energy efficient.

City Participation

The City of Sheboygan will provide a loan for 75% of the rehabilitation costs not to exceed $25,000. The loan will be made at a 4% interest rate for a 15-year term.

If the borrower obtains a loan from another source for the remaining 25% of the rehabilitation costs, monthly payments on funds obtained through the Rental Rehabilitation Program may be deferred until the owner’s 25% is paid to his/her lender or one (1) year for each $1,000 of the City loan whichever is less (five year maximum.)
